
The Joint River Basin Authority Project Board (JRBA-PB) has taken a major step toward improving water governance with the introduction of a new digital system known as SIRH, designed to modernise how water resources are managed and monitored.
According to JRBA-PB Communications Officer Wandile Zishwili, the primary goal of the system is to ensure the organisation has access to up-to-date and reliable information.
This, he noted, will enable faster operations, better decision-making, and more effective service delivery to communities.
SIRH, described as a smart and integrated digital platform, centralises all water-related data in one place. It captures key details such as who is using water, their location, and the purpose of use, whether for agriculture, industrial activities, or domestic supply. By consolidating this information, the system eliminates gaps and inaccuracies, making it easier to identify and manage all water users.
In addition, the system maps out water sources, including rivers, dams, and boreholes, and links each source to specific users. This provides a clear picture of who is drawing water from where, promoting fairness and improving overall organisation in water allocation.
A key feature of SIRH is its ability to track water usage in real time. This allows JRBA-PB to monitor how much water each user consumes and quickly detect any overuse or pressure on water sources.

With this insight, the organisation can intervene early, offering guidance or implementing measures to address potential shortages.
Beyond monitoring, SIRH also streamlines administrative processes. Tasks such as permit applications, renewals, and billing are now automated, reducing the need for manual handling. This not only saves time but also minimises errors and improves efficiency across operations.
As part of the rollout, JRBA-PB will implement data validation processes to ensure all water users are properly registered and hold valid permits. The system’s ability to pinpoint exact usage locations will also support targeted investigations where irregularities are identified.
Ultimately, the introduction of SIRH marks a significant shift toward smarter, more transparent water management. JRBA-PB aims to ensure that water resources are managed sustainably to meet the needs of both present and future generations by enhancing compliance, improving oversight, and promoting equitable allocation.
