‘First World Attitude’ Needed to End Cost Overruns: S’thofeni

S’thofeni Ginindza, Partner at African Alliance, has called for a “First World attitude” in the local construction and development sector, taking a firm stance against the culture of budget escalations and project delays that often plague Eswatini’s infrastructure landscape.

Speaking at the site handover ceremony for the Manzini Arch yesterday, Ginindza explained that staying on schedule and within budget is more than just a financial requirement. He stated that it is a clear sign of developed-nation thinking.

Ginindza drew a sharp contrast between African Alliance’s approach and the common industry trend where projects frequently double in cost between signing and completion.

“It is tolerated where an entity signs for a project for E400 million, and now it’s E800 million,” Ginindza remarked. “This is not appropriate. We stick to the agreed price. That is how you define the First World attitude.”

He cited the Eswatini Revenue Service (ERS) headquarters as a benchmark of success, noting that the project was completed within its original budget. He issued a clear mandate to the project’s main contractor, J&E Construction Company, and African Alliance’s internal property development team to maintain this standard of efficiency.

He emphasized that African Alliance and its contractors will not follow this trend of overruns. “I know this is not the right thing, but I’m trying to emphasize the point that J&E, our contractor, knows, we stick to the agreed price. That’s why, going forward, a lot of companies are advocating, you agree, you agree. And this is how you define the First World attitude.”

Ginindza also noted that the principle applies beyond construction: “I keep saying to people that, you know, you can’t pay for a commodity that costs 10 bucks and pay 100 bucks for it. That’s not First World, even in attitude.”

The development, which is set to include a KFC drive-thru as its initial phase, followed by a luxury hotel and retail spaces, aims to bring international standards to the hub of the kingdom.
