In a landmark development for regional aviation, the Kingdom of Eswatini and the Republic of South Africa have formalised two key agreements designed to deepen cooperation and enhance connectivity between the two countries. The Bilateral Air Services Agreement (BASA) and the Bilateral Search and Rescue Agreement (SAR) were signed in Pretoria in a ceremony attended by the South African Minister of Transport, Barbara Creecy, and Eswatini’s Minister of Public Works and Transport, Chief Ndlaluhlaza Ndwandwe, alongside senior officials from both nations.
Addressing the audience, Chief Ndwandwe described the occasion as a historic milestone in Eswatini’s aviation sector. “This is a moment that strengthens not only our aviation sector but also the long-standing relationship between our two countries,” he said. The Minister emphasised that these agreements represent more than mere formalities; they reflect a strategic commitment to cooperation, safety, and economic growth in Southern Africa.
The Bilateral Air Services Agreement is expected to significantly enhance air connectivity, allowing both countries to expand flight frequencies, increase market access, and stimulate tourism and trade. By formalising reciprocal rights, the agreement paves the way for more direct and frequent flights between Eswatini and South Africa, facilitating smoother travel for business and leisure. This, in turn, is projected to create new jobs, boost local economies, and contribute to broader regional economic development.
Chief Ndwandwe highlighted the broader significance of the BASA, noting that it aligns with the objectives of the Southern African Development Community (SADC) and the Single African Air Transport Market (SAATM).
“The BASA demonstrates our shared commitment to African regional integration and the advancement of international civil aviation in the region,” he said. He added that the agreement signals both countries’ determination to contribute meaningfully to the progress of civil aviation in Southern Africa and beyond.
Equally important is the Bilateral Search and Rescue Agreement, which establishes a framework for coordinated aeronautical emergency response between Eswatini and South Africa. Given Eswatini’s landlocked geography, the country relies heavily on its neighbours for access to regional aviation networks and the safety of its air travellers. The SAR agreement eliminates potential administrative delays that could hinder emergency responses, ensuring a rapid, coordinated approach to air safety incidents.
“The reality of our geography makes South Africa one of our most critical partners in aviation,” Chief Ndwandwe explained. “This agreement ensures that we have clear and standardised protocols in place to protect all travellers using our shared airspace.” By codifying these procedures, the agreement strengthens operational safety, fosters confidence among passengers and airlines, and reinforces the region’s reputation for aviation excellence.
The Minister also commended South Africa for its leadership and diligence in fulfilling its regional obligations under the International Civil Aviation Organisation (ICAO) standards. “By establishing bilateral agreements with neighbouring countries, South Africa demonstrates responsible stewardship of regional aviation safety and contributes significantly to the security and prosperity of the Southern African airspace,” he said.
Together, the BASA and SAR agreements represent a comprehensive approach to aviation collaboration, addressing both commercial and safety priorities. Officials expressed optimism that the swift implementation of these agreements would create lasting benefits for citizens of both countries, strengthen regional aviation networks, and enhance cross-border cooperation in the sector.
The agreements underscore the importance of partnerships in aviation, not only for economic growth but also for the safety and well-being of all travellers in the region.
