
The Eswatini Revenue Service (ERS) has announced the appointment of Riccardo Kruger as Head of Compliance and Pearl Muir-Dlamini as Head of Domestic Revenue, effective 1 October 2025.
Eswatini Revenue Service’s (ERS) Commissioner General Brightwell Nkambule says these appointments demonstrate the ERS’s continued commitment to cultivating leadership from within. “By prioritizing internal growth, ERS ensures that institutional knowledge, organizational culture, and technical expertise are carried forward as the organization delivers on its mandate.”
Kruger, previously served as Director of Client Services, and has decades of experience in tax and customs administration. He has been instrumental in driving taxpayer service improvements and embedding service excellence into compliance programmes. In his new role, he will oversee risk-based compliance initiatives, strengthen enforcement, and deepen stakeholder engagement to foster voluntary compliance and trust in the tax system.

Muir-Dlamini, on the other hand, served as the Director of Projects and has led several strategic initiatives that advanced ERS’s modernization journey. With a strong background in change management and revenue administration transformation, she will now focus on expanding the tax base, improving filing compliance, and accelerating digital transformation in tax administration.
ERS Commissioner General Brightwell Nkambule said the promotions underscore the organization’s deliberate effort to grow its own leaders.

“The appointment of Riccardo Kruger and Pearl Muir-Dlamini to EXCO reflects our deliberate focus on nurturing leaders within the organization. They have both demonstrated commitment, deep technical expertise, and leadership capacity over many years of service. By growing our own timber, we are ensuring that the future of ERS is built on experience, continuity, and innovation,” Nkambule said.
He added that the appointments are critical to advancing ERS’s 2024–2027 Strategy, which is anchored on becoming a digitalized and data-driven organization.
The two executives are expected to play central roles in boosting compliance, strengthening domestic revenue mobilization, and supporting sustainable economic development in the Kingdom of Eswatini.
